Multi-point, no video on one site

Hi,

 

I'm new to the community and we are having some trouble and not sure where to look for help. We have several on-premise systems --  a 220i, an Icon 600, and Icon 800. We done much testing with all locations initiating the call with the same result. We can connect all three sites, however 2 always have audio + video, while the third only have audio. We were told the 220i need to initiate the call to bridge the other sites, but regardless we always end up with the same result. Any input would be great appreciated!
