Yes, the icon API is fully programmable using many clients.
There are 2 types of API mechanics to support, synchronous, and asynchronous / eventing. Synchronous type API mechanics return the result in the response immediately. Asynchronous and event type API mechanics return the result in a polled response that the client must perform after making the request. The difference between asynchronous and eventing is that asynchronous mechanics start with a request while event mechanics begin with a more generic listen "for" request.
